  Article 1  -  Definition

The Rencontres Internationales du Cinéma d’Animation de Wissembourg (RICA) are a biennial event. They are held in Wissembourg (France, Bas-Rhin) every second year. The festival is organized by the « Ciné-Club de Wissembourg », a non-profit-making association.

The next season, the 9th Rencontres Internationales du Cinéma d’Animation de Wissembourg will take place from November 12th to November 20th, 2012.

  Article 2  -  Objectives

The Rencontres Internationales du Cinéma d’Animation de Wissembourg are dedicated to the promotion of animated films from all over the world and to the recognition of animation excellence. 

  Article 3  -  Registration

General conditions

Any -totally or partially- « frame by frame » animated film may be entered. Only works completed after September 1, 2010 will be accepted.

The producers or by default the right-holders must send a registration file (registration form, video cassette, biography/filmography of the director(s), one or two stills from the film) before August 16, 2012. It should be sent to the following address :

N. B. : The sender is required to check that his/her dossier is complete. It should include :

  • the fully completed registration form ;
  • a DVD or a Video-CD of the film ;
  • a biography and filmography of the director(s) ;
  • one or two stills from the film.

Technical requirements :

  • Films : standard 35 mm (preferably) and 16 mm formats are accepted
  • Videotapes : Beta SP Pal, DVD, Video-CD.

Registrations fees : No registration fee is required.

Article 4  -  Selection

All selection decisions will be made by the selection committee. These decisions are final.

The films, either short or feature films, may be selected for :

  • competition programmes ;
  • out of competition programmes.

Whether a film is selected or not for any of the categories mentioned above, the film director or the producer of the film will be informed by the selection committee within a month before the beginning of the Rencontres.

  Article 5  -  Transportation

The boxes containing all or part of a print (film or video) must be sent with identification labels bearing the following information :

  • title of the film and name of the director
  • format chosen
  • footage and –if needed- the number of reels as well as the figure appearing on  each reel.

The prints of the films and cassettes must reach, before October 30, 2012 at the latest :

Transportation costs

The expenses incurred by the return of the copies will be taken care of by the festival.

  Article 6  -  Promotional use of works

The right-holders grant the festival the right to use photographic material related to films (television, press releases, posters, folders, catalogues, web sites…) solely within the framework of the RICA festival and its promotion in the media.

They also grant the right to show on television (or other media) up to 10 % of the running time of their productions to a maximum of two minutes.

  Article 7  -  Invitations

The directors and producers whose films are selected for the Official competition and the out of competition programmes are invited by the RICA. They are given a festival pass. However, the RICA will not cover their board and lodging costs, except if their works are presented in the Tribute and Festival Favourites programmes. They are then invited for all or part of the event.

The Ciné-Club de Wissembourg is empowered to grant dispensation to these measures in accordance with Article 11 of the regulations.

  Article 8  -  Awards

The prize list includes the awards mentioned below :

  • Four prizes awarded by the Official Jury. They concern programmes 1, 2, 3 and 4 of the official competition :

  • Prizes awarded by the Young audience's Jury (two programmes of short films)

  • Jury Prize “Classe L Cinéma et Audiovisuel" (three programmes of short films)

At the time of the publication of these regulations the prize money of the different awards has not been decided yet. However, this will be announced within three months before the start of the event on the web site of the Rencontres as well as in the different media used by the Rencontres  to promote the event.

The prizes will be given to the film directors. There can be no tie between two films, whatever the prize. In case there is more than one director for the same film, the prize money will be shared among the directors.

The right-holders also grant the festival the right to screen their productions on the closing night of the festival if their films are awarded.

As soon as the prize money of the awards is known, any person who has submitted his/her request to the RICA will be informed of the decision.

The list of award winners will be sent within a month to the film directors and the production companies whose films have been awarded.

Article 9  -  Archives

The Ciné-Club de Wissembourg wishes to keep the video cassettes or other documents concerning the selected films for the video library of its documentation centre, except stated otherwise by the right-holders on the registration form.

Article 10  -  Insurance

Insurance costs concerning the transportation of prints are paid by the sender. The festival will be responsible for insurance costs of the prints only between the time prints are taken into care and the time they are handed to the carrier.

In case of loss or damage to a print, the obligation of the festival is limited to the replacement value (refund payable to the beneficiary on presentation of the invoice related to the duplication of the copy). The festival cannot be held responsible for damage of prints due to usual wear and tear.

Article 11  -  Matters not mentioned

All matters not mentioned in these regulations will be decided by the Ciné-Club de Wissembourg whose members are also entitled to grant dispensations to the above-mentioned measures on special and justified request.

Participation in the festival implies full acceptance of the current rules and regulations.
